Fairhope Planning Commission Meeting – June 3, 2024


Highlands Phase II Approved

The Fairhope Planning Commission approved Phase II of the Highlands Multiple Occupancy Project.  The 11.7-acre parcel is part of the Fly Creek PUD at the southeast corner of Hwy. 98 and Parker Rd.  The PUD has been amended at least twice through the years.  This approval will allow for the subdivision of the already approved PUD plan.  There are 85 lots in Phase II. The photos below depict the townhome plans and building layout.

Baldwin County Planning Commission Meeting – June 6, 2024


RV Park Approved Near Bon Secour

The Baldwin County Planning Commission approved the site plan for a 49-site RV Park.  The property is located west of Molsbee Rd. and north of Kennedy Rd. in the Bon Secour community.  The 33.5-acre site is un-zoned.  Two vehicle entrances are planned, one on Molsbee Rd. and another on Kennedy Rd.


Elberta Re-Zoning Receives Approval Recommendation; Subdivision Plan Tabled

The Baldwin County Planning Commission voted to send a favorable recommendation to the County Commission for the re-zoning of 134 acres from RA to RSF-2.  The property is located south of Hwy. 98 and west of County Road 95.  The southern boundary of the tract is adjacent to the Town of Elberta.  While the re-zoning received a favorable vote, a concurrent request for a Planned Residential Development which proposed the addition of 226 residential lots was tabled until the next meeting.  Planning Commissioners were not in favor of the proposed residential development plan due to lack of park and amenity features.  Lot sizes would range from 50' to 75' in width.

Re-Zoning Request Denied South of Fairhope

The Baldwin County Planning Commission voted to send a denial recommendation to the County Commission for the re-zoning of 16 acres of a larger 38-acre parcel.  The property is located south of County Road 32 and west of Hwy. 181, south of Fairhope.

   

  

Gulf Shores City Council Meeting – June 10, 2024


Screen Enclosure Amendment Receives Final Approval

The City of Gulf Shores gave final approval to an amendment to the zoning ordinance which would add regulations for screened enclosures that do not cover a pool.  The city has been receiving multiple requests for building permits for enclosures where no pool exists, which prompted the amendment.  Currently the ordinance only allows for the construction of a screened enclosure if it covers a swimming pool.  The amendment will define the enclosure as a “structure” rather than a building or dwelling.  It will also allow the screen enclosure even if no swimming pool is present.  The enclosure will have to be screened on all sides and roof, except for where it is attached to a house.  There is also a requirement that the screened enclosure be in the rear yard and not closer than 10 ft. to a side or rear property line, and not exceed the height of the principal structure.  In recommending the change the city recognized the benefits a screen enclosure can provide.

Spanish Fort Planning Commission Meeting - June 10, 2024


Kirby PUD Recommended for Approval in Spanish Fort

The Spanish Fort Planning Commission approved the Master Plan for the Kirby PUD (Planned Unit Development). The 125-acre property is located south of Old Hwy. 31 and Lee Road, east of the Eastern Shore Center.  The pre-zoning to a PUD with annexation was recommended for approval by the City Council.  There are 199 residential lots planned for the development with lots ranging in size from 52' to 70' wide.  There is also a small portion of the site set aside for commercial development of mini-storage units.

Daphne City Council Meeting - June 17, 2024

 

Large Daphne Development Approved

The Daphne City Council gave final approval for the zoning and annexation request of over 127 acres.  In April the City Council sent the application back to the Planning Commission with a recommendation to comply with the newly proposed architectural standards for the city.  The developers have now made some alterations to the lot sizes and have agreed to comply with the new Architectural Standards Ordinance. The property is located southwest of the intersection of County Road 13 and Milton Jones Road. The site currently contains a mixture of zonings including RSF-E, RMF-6, RSF-2, and B-3. Developers requested the entire site be zoned to a PUD (Planned Unit Development) and annexed into the City of Daphne. 


Plans for the development, to be named Rowan Oak, include a mixture of single-family homes and townhomes with over of 580 lots planned, of which 204 would be multi-family units.  Over 250 single-family lots would range in width from 42.5’, 52.5’, and 72’ wide. Townhomes (132 units) are planned to be held as fee simple ownership.  Total open space would be 28.5 acres with amenities.


In exchange for the PUD request the developer is agreeing to provide a list of public benefits which includes:

  • Donation of land for an 80-foot public right-of-way to the City of Daphne for the extension of Milton Jones Road from County Road 13 to Friendship Road.

  • Donation of right-of-way to the City of Daphne to enable the installation of a roundabout at the intersection of Milton Jones Road and County Road 13.

  • Provide the capital for surveying and engineering services for the Milton Jones Road extension.

  • Provide the design and construction of improvements at the intersection of Friendship Road and County Road 64.

  • Donation of 1.8-acre parcel to the City of Daphne for a public park with the construction of two pickle ball courts

  • Annexation of 11.6 acres of commercial property for potential future tax revenue to the City of Daphne.

 

Total direct public benefit value from the developer is estimated at $893,700.

Foley Planning Commission Meeting - June 19, 2024


Live Oak Village Adding 20 Lots

The Foley Planning Commission voted to give preliminary approval of the Townhomes Addition to Live Oak Village.  The 8.2-acre property is located west and north of W. Peachtree Ave.  There are 20 lots planned for the addition.

 


Fairhope City Council Meeting - June 24, 2024


Annexation Approved South of Twin Beech Road

The Fairhope City Council approved the annexation of 17.7 acres located on the east side of Section St., just south of Twin Beech Road.  The property is currently vacant and will come in under R-1 zoning.


Thomas Hospital Addition Receives Final Approval

The Fairhope City Council gave final approval to an addition to Thomas Hospital.  Representatives from the hospital presented plans for a 25-bed addition that would include an enclosed parking area.  A three-story hospital expansion is planned with a ground level of enclosed parking.  The addition would be connected to the existing hospital.  The first hospital floor would house 25 new patient rooms.  The top two floors would be available for additional expansion of up to 50 more patient rooms.  The new structure would sit on the northwest corner of the hospital campus, at the intersection of Morphy Ave. and Ingleside.

Daphne Planning Commission Meeting - June 27, 2024


Infirmary Health Site Plan Approved                                           

The Daphne Planning Commission approved the site plan for the Infirmary Health Malbis ACS/Imaging Office Building.  The 17.8-acre property is located on the south side of Hwy. 90 at Renaissance Blvd.  The 9,000 square foot two-story building will be located west of the existing medical space.
